From Ambedkar to Aristotle to Chanakya to Confucious to the Duke of Normandy to Gautam Budha to Mahavir to Plato to Socrates to Suleman I to William Penn to Zeneca, hundreds and hundreds of thinkers and philosophers and concerned people have brought about the evolution of the systems of laws to ensure that we lesser humans do prosper, and are protected against exploitation by the others.
There are laws governing all aspects of our lives. As a matter of fact, there are too many laws that even overlap, and confuse us. There is nothing that we do in our lives, that can avoid any law from impacting our lives. Nothing. Nothing whatsoever.
Where we walk, what we eat, where we can eat, where we can sit down, where we can stand, where we can lie down, do look like simple things. But there are laws for all such simple things. For example, there are laws to prevent us from walking or sitting down, or standing in the middle of the road! And our eating habits! These are governed by so many laws! Including heavy taxation!
And then we have Rights and Duties, both legally governed.
The Laws of Real Estate and Construction are, inter alia, primarily for our safety and security.

Surely you do not want the roof of your house or the flat, falling over you, all of a sudden!!!
You pay millions of rupees to the builders for a flat you buy from them. And then have to work for years to pay off the loans, etc. And you also pay lakhs of rupees to the Government in registration charges. Surely, you are entitled to
Quality,
Correct areas you pay for,
All the amenities and facilities as promised by the builders, and
Timely delivery of the premises.
The days when builders took years to complete a project and hand over the flats to the purchasers, are over.
There is a building of 21 floors in Mumbai, which took 21 years to be completed! There is a project of just 70 or 80 flats in Jaipur which began in the 1990s; and is still under construction even in 2024!!! And with the completion nowhere in sight.
The Real Estate (Regulation & Development) Act, 2016, commonly referred to as RERA, completes the safety and protection of the buyers of flats, or any other premises, in any Real Estate Project. This is an All India Law that the States have to adopt for their own areas, as Land is a State Subject in our Constitution.
